Threw me at first, because I could drag buttons to the various toolbar lines, but nothing changed in the sample shown. I had to open an editor on my site & refresh it to see the changes. Using WordPress 4.9.5, newly downloaded Frontier Buttons, and Risen theme (themepress). Not a huge problem now that I know how to validate my changes, but kinda problematic if you want to make changes for an active site.
