Set maximum amount

Hi, I would like to use two rules to display message.. one from 1-3 products in cart and second rule for 3-5 products in cart.. problem is that first rule is always active.. even after 3 products, so I was wondering is there some way to setup max amount after rule will stop to work. On this way I would be able to limit certain rule and implement multiple messages without overlapping between them. Thanks!
