On July 1st 2026, the EU will introduce a flat fee of 3 Euros for each harmonised tariff code noted in an order imported into the Eurozone. The fee is not based per product, nor per quantity, but upon the category of product . Within Woocommerce, the simplest way of managing this new charge would be to apply a flat fee for each shipping class, with each class being a distinct Harmonised Tariff Code. For example, books are 49019900, playing cards are 95044000, etc. There are several mechanisms that assist B2C imports to the EU, notable the DDP, or IOSS systems. But I can find no plug-in that permits a flat fee per shipping class that can be applied to select countries. Given this requirement will affect all Woocommerce store owners who ship into the EU, I was hoping someone could recommend a simple solution. In WooCommerce core, there isn’t a built-in feature that can apply a flat fee per shipping class as a grouped per-class charge across the entire cart in this specific way, especially with country-specific conditions like EU-only application. A small customization can be added to calculate a €3 fee per unique shipping class (tariff code) in the cart and apply it only for EU shipping zones.
