Hmm. I have just tested your site and received the same error. Looking into it now.
I have pushed out a possible fix. I say possible as I was unable to re-create on my site so could not verify this change fixes the problem. Fingers crossed – please let me know. Thanks for informing me you were having this issue!
Seems if the images link to each others post, the message goes away, but if they don’t have any links, I get the message. So do you need to have related links on any post that is linked to???

So this: http://www.buoscio.com/wabash-el-train-approaching-by-buoscio/ links to this: http://www.buoscio.com/south-loop-el-by-christopher-buoscio/ (which doesn’t have a set of related links) and the message is: Warning: Illegal string offset ‘related_links_by_id’ in /homepages/40/d91973353/htdocs/buoscioblog/wp-content/plugins/related-links-blender/includes/core.php on line 67 But it also links to this: http://www.buoscio.com/el-station-at-francisco-by-buoscio/ Which has some links, and I don’t get the message.
I pushed out an update, have you updated the plugin? (it appears not as the error line is still quoted as 67)
