This plugin is good for a simple feature that WP does not address now. However, I would like to suggest that the user (with or without user edit role) should not be able to deactivate his/her own account in the user profile page. Cheers https://wordpress.org/plugins/deactivate-users/ Thanks for the input Pixelitus! I have added this as an issue in Github and should be addressing it shortly. The latest update addresses this issue. An admin can not disable their own profile. Also, an admin can not disable another admin’s profile unless they are user 1.
