Duplicate widgets are gone after upgrade to 3.9. The settings/duplicate widgets are still there in the widget area, they just don’t display in the sidebars. https://wordpress.org/plugins/duplicate-widget/ I can second this bug. Saw it today on a fresh 3.9.1 install. Noticed this too. Found this plugin that has similar function, works well on 4.0: https://wordpress.org/plugins/oomph-clone-widgets/
